Ad blockers might block Ads from Programmatic.
Retargeting is quite possible

This is the best explanation I can find on the internet. You don't only explain what is what, but also why and how it evolved this way. And you mapped out the whole eco system with real-life examples. While other explanations basically only tell me how powerful proprammatic advertising is, and I alwasy leave with more questions.
