The money he offered for that fight is a pittance to what either fighter would earn. He's scared that Conor fights out his contract and then goes solo for the Mayweather fight, which would be his best bet. It'll never happen while he's under contract with the UFC. If Conor did finish his contract and then fight Floyd under Mayweather promotions, I would bet my house that he would never let Conor fight in the UFC again.
