As an Urgot main, I'd also not level W much when going crit. You made the right call, not triggering to forget W on Critgot. What I would do though is run Navori Quickblades instead of Infinity Edge and put one level in W when you get it so you get your E back near instantly after you land it. I actually played around with Navori after the recent mythic change, kinda fun, though you run into mana issues a lot.
And if you want another fun damage build, pure lethality Urgot is fun too. Serylda's Grudge triggers the slow on passive procs, Youmuu's is is something I regularly build anyway, and Edge of Night is surprisingly good since the hp helps with E shield a bit.
