Because they don't want to paint a negative image of a trans-person. If it were a straight, white guy, the manifesto would have been published the day after the shootings.

Usually most manifestos are made public before the bodies are even cold. There was an obvious reason they were PURPOSELY hiding this.
Probably the same reason they are hiding the video.
The showed the bodycam footage already, but they tried to hide the manifesto because it does not meet their preferred narrative.

If you see a teenager or anybody of that matter writing down or drawing things like guns, body’s, knifes or having some type of praise to past serial killers or fictional killers then u should talk to them seriously. I hate to say this but I used to really have a messed up mind I would draw hints or write down plans on a notebook. Nobody would ever check my book bag. I would draw guns on the walls hinting that I wanted to do something, or draw stick figures getting shot at. I was young but I felt like the devil had ahold of me I would even somewhat worship him. It was sad to say the least. But by gods grace I changed and I never really got to the point of doing something I’d regret. I hate that person I was. If you ever see any stranger behavior from someone please help them because you could be preventing a tragedy. And if your the one feelings those ways then open your arms to god if you don’t open yourself to him then he can’t come in. God gave you your free will, it’s just what good you do with it.
