You definitely don't know the request was from the family of Shunyi Wang (Altan Khan, Anda). Google "朵儿只唱图记", you will see how that seal looks like. That's Ming dynasty, at that time there was no country called Mongolia. Shunyi Wang (Altan Khan, Anda) was leader of Mongol Tumed, before 1570, he was enemy of China, after 1570, he became official of China, and his land became part of China. Similarly, Wanli Emperor of Ming granted authority to the 4th Dalai Lama.
