So a helpful tip for planes you need research anti-tank artillery and use those for your CAS. It's the only one that improves the ground attack for each cannon you add if you use the other cannons they don't increase the ground attack for each cannon and so do use more than one in plane. Also it might not make sense but putting one your CAS as heavy machine-gun will also help.
@mrjaman3752 but that does half from the base model, and the anti-tank cannon 2 does almost 4 times more ground attack, so more what you want if you max out the ground attack isn't the most effective but have quick CAS it does that pretty effectively
