I think it's difficult adding in a ton of them since most of Street Fighter 3's roster were brand new characters, and a lot of people are constantly asking for older characters to be put in the game (like Sagat, Honda, Blanka, Sakura, etc.) so they've taken priority. Then they still want to add new characters to keep it fresh, so not much room to bring in a ton of Street Fighter 3 characters. Maybe in 6 if it's set after Street Fighter 3 they'll try to focus more on that roster instead.
Watch Capcom keeping a second Critical Art secret for a later reveal and Gill really does still have Resurrection. Then we get the same end game meta that happened in USF4 and Elena lol.
idk about the second critical art, I would love it but its kind of unnecesary, a second V-Reversal would "complete" the mechanics of the game and add more variety

Many agree that SFIII's Gill is much better presented than SFV's Gill. Hair, voice, animation and quotes. Gill's seraphic wing (along with quote and better graphics) doesn't feel as grand as SFIII's Seraphic wing that fill players both with awe and dredd.
