As the self proclaimed biggest Rave Master fan in the world, I was glad to see this gem pop up on here. I actually took this game to go get autographed by Yuri Lowenthal a few years back and his face lit up when I handed it to him to sign. Apart from having J Micheal Tatum sign my microwave, that was the best experience I’ve had getting something autographed before. Giving a VA something that’s so obscure that they did but something they loved doing is always a great experience.

A really decent licensed game that's pretty obscure is Wendy: Every Witch Way on the Gameboy Color. It was made by Wayforward a few months before Shantae. It's a Metal Storm clone with gravity flipping as the mechanic.
The graphics are really great for the console, the controls are tight, and it's all around a cute game. It's very, very easy, but there's bonus levels if you play it on a GBA that make it a challenge.

I don't know about games based around vehicular combat. I've never played twisted metal or similar games. Although, I have often thought that a game based on the movie "Death Race" with Jason Statham would be pretty awesome. You could create your own character, have lots of on foot side quests in the actual prison to earn new armour and weapons for your car, customize your own vehicle in the workshop and engage in the titular death races with icons for you to run over in order to activate your weapons, tactical items like smoke grenades, defensive abilities, track hazards and traps among other things. I think it could be great fun to play a game like that if it were done well.

As I recall, some of the boss battles were kind of cheap in their idea of difficulty so I often resorted to winning by way of knocking them off of the environment. (Waterfalls for example are the bane of a couple of them.) Apart from that, the controls took a little getting used to, but all in all, I still don't think it was that bad of a game. ^_^

There's a few Tenchi Muyo games for the snes that aren't too bad. Granted, you'll need to understand Japanese or get some kind of patch, but I recommend the strategy one. Can't remember the name, but the gameplay was pretty solid. I'd say it's sort of like that Shaman King game on PS2.
