The Song was presenting the Story of Karachi (a city of Pakistan) in 1964 time and then at the ending after that 'One Year Later' is what many people also noticed, the 1965 war and because of that the light goes off and a War Alarm rang at the end...... Ending Explained:
The whole song took place in the year 1964 while the ending takes place one year later in September 1965 when a war took place between Pakistan and India. Ruby's letter says "Hope All is Well" and suddenly there is citywide blackout and sirens start.
The blackout and sirens used to be a part of safety measures for civilians against imminent airstrikes during the war.

ending was confusing because, in the start of song it was shown year 1964 and one year later in 1965 during ind vs pak war, blackouts were caused. he actually wanted to show the war (it didnt make sense any way)
