Most mammals like to have their bellies rubbed. While it's just a hypothesis, the fact stimulation from touch makes nipples, even males, releases prolactin and oxytocin. It requires a state of rest & digest however, a flight or fight state is not when you pet anything's belly. But the hypothesis stands: we humans managed to domesticate so many mammals thanks to "belly rubs". A cat just have to trust you, so it's relaxed in your presence, knowing it can tell you to stop in a peaceful manner, e.g with a soft paw gently removing your hand from said belly.
Cats tend to protect their bellies because that’s where their vital organs are , but if they trust you they’re fine with it.
