      If you're speaking of 03:11 it's a schema known today as the 'Fenaroli Ponte'. The bass has a pedal on G and the treble line traces scale steps 7, 1, 2, 3 of C - it behaves here as a dominant expansion (the dominant here being G). You see Mozart using this schema in many works.
      It's a shame this isn't taught today in place of roman numeral analysis since Mozart and his contemporaries had no understanding of it. They certainly did understand Partimento training to a very high standard.
