You know I can see this being an AU, where the monsters had to make a wall to wall themselves off from the onslaught of humans. Where pacifism is trying to end the war peacefully and genocide is breaking through the walls to let the other humans in.
You're not far off with that notion, there's a mechanic in the series that induces the ruler to always take the pacifism way out, and the scouts do represent genocide and killing, so not too bad. If you don't mind spoilers, I can explain the pacifism idea further.
