It is 10,000. The order doesn't change the number. Knowing the numbers but not the order gives you 24 possibilities.

Here's the issue with the safe. If you have the 4 correct digits as they did, that's 24 combinations. If it's 4 unknown digits 0-9 there's 10,000

10000 combinations is correct if you are selecting between 0-9 for each digit and allow repeats. Since they had the 4 possible numbers it is only 24 combinations.
it was only four combinations, as Link pulled the numbers in order. so it had start from one of the four numbers and continue in the order
