Honestly as a Sissy ass enchantress player, Rell is the only tank I enjoyed playing bcs of her speed, feeling of power, and her horse mechanics but she’s so flop late game that it makes her being fun for 15 min by killing btchies then the rest of the game is constantly dying. I wish this rework would make me play her more.
Passive should have her infinitely stack armor and magic resist

I think Rell is supposed to be the aoe engage tank support? I think all of her CC is aoe, and she really likes charging in. Also, her passive can stack off the same target, so I think you're meant to engage on a group of people and drain their resistances with her passive while locking them all down
I love playing her in Jungle. Full move speed build and you can roam all over the map so fast

I honestly feel like she's less of a counterpick and more of an enabler if that makes sense. For example, Tri Force Zeri is coming back which allows Zeri to be insanely fast to catch enemy targets when she's fed, imagine how insanely fast you could potentially give Zeri with 25% Speed increase at max level, I would be MORTIFIED if I saw Zeri go insanely fast like that on top of the Rell Speed. I think she'd be good at either making slow immobile characters like Jhin or Kog'Maw faster to catch up to and your cc lock an enemy and then they kill cuz normally on Leona you kind of Press E and then let Jesus take the wheel and hope you can cc lock long enough for your team to arrive and kill whereas Rell favors dual dives between you an an ally. Another thing you can do on Rell is take an already insanely fast character like Zeri, Hecarim, Garen, etc, and make them so scarily fast, especially if you can catch them to enable your 15/0 Hecarim to hatecrime the enemy squishies.
Honestly if i ever come back to league, I'm playing rell as an AP bruiser jungler. Her abilities do good damage on jungle monsters now and Her kit seems to do decent damage in generalespecially due to her new E. Probably go crown of the shattered queen, steel caps, lichbane, hour glass, abyssal mask, banshees veil. More than enough resistance stats + her passive res stealing, items that block or nully abilities/damage while also being able to deal a lot of damage. And with all her CC + bonus movement speed from crown and lich + her own speed buffs, ganks would be scary as you cant run from her and you cant fight her.
Nice to have an option to play her outside of the bot lane considering how toxic that lane is.
Building tank items on characters that cant convert the stats into damage has to be one of the worst feelings in this game. Essentially you're putting the onus onto your damage dealers to do well and that's only going to pay off 50% of the time. The other 50% is just going to feel crappy when you tank all the damage and your team still cant land a skill shot or do any form of damage. AP bruiser rell probably wont be the most effective way to win with her, but I'm sure its going to feel a hell of a lot more fun and provide more locus of control than a pure tank rell.

I feel like they should have focused on her being an “anti-tank” that can deal a lot of damage, or a tank that can counter enchanters, and stuck with it because you ARE NOT picking her for her engage / cc.
she NEEDS her ult to lockdown anyon, (esp cus she’s soooo sloooooow and clunky as FUCK) and even then they can ahri ult ( as seen here 28:04 ) flash / ezreal e away or lulu polymorph or janna / nami ult etc. and then ur just…useless. tanks like leona, alistar, etc. will be able to get the same result, or even better ones with waaaaaaaaay less effort and without using their flash or ult.
,and you sure as hell aren’t picking her to keep your team alive and defended. it takes a lot for her to be able to peel for her team (all she has is her q(?) her ult and her e ms buff which are not doing shit to stop an akali / zed / etc. from deleting ur squishies)
,so the only thing she really has going for her is damage / tankiness at that point because her cc is OK at best, her damage can be very good (but at that point she’s not really a support?? like you may as well play her top / jungle), and she kind of needs to build armor / MR because her passive steal is so useless and doesn’t even scale really well, not even off of other stats..?
while the changes are a very good start to fixing her, but i doubt that they are enough to make her viable, especially in higher ranks. which is really disappointing because she’s such a fun and interesting concept and can be fun to play clunkiness aside.
She just have average lockdown, average peel, average tankiness and average engage.
She's good but she's just not something that I'll pick against anything
