Yeah he could have ID'd himself, but he doesn't have to. They can't detain or arrest someone because they think he has a warrant. They need a reasonable, articulable suspicion that the specific individual being detained is either committing or has committed a crime.
The fact that they even took the time to ID him means they didn't know who he was. If they didn't know who he was, they can't think he has a warrant. And they didn't even say what the warrant was supposed to be for.
The full video is several years old and about eight minutes long. I think the arresting officers were demoted.

However in their apology, the Rochester Police Department stated that he wasn't an FBI officer. Also in the full, uncropped video, he's got several friends (all tall, muscular white guys) with him in identical clothes.
He's clearly not undercover because him and his friends are all dressed identically, and he makes a point on camera of telling them to check his ID. He clearly expects them to recognise his ID, and their stunned reaction is that of someone who's majorly fucked up.

So what do they do? Detain him, check his ID, finds out who he is and that he is not the guy, and then let him go on his way.

He's not an FBI agent, these officers were doing their job and if he'd given them his ID like they originally asked the cuffs wouldn't have come out. I know this information because rather than blindly follow a video on social media, I took the 10 minutes to research the video and find all the facts. You won't find this full video because it's sole purpose was to create a false narrative and trick a bunch of people into talking shit on these cops and that's exactly what you all did. After they saw he was not the guy they were looking for he was immediately released and free to go, but that information won't generate hate so it was cut out.
