Not the way to do that. The rubber seal needs to seat to the bottom of the sink. The way its done here you're creating a problem.

Someone did that to our sink in the bathroom before we moved in. It broke away from the sink and we had to call a plumber.

And don't put cement in there! just use a rubber ring.
And sure, just put the pipe loosely inside the sewer-end and add some more cement, that'll fix it just right.

Our drainage system is different from other countries....we divide...wc commode separate line ...and wash basin and bathing line separate....
