Terni means matching btw. I think most islands have slightly different meaning to this. In the Visayas it usually means you are wearing the same color/ pattern in all of your outfit down your accessories

Terno (Early 1900s-Present) is the Proper Name of a Filipiñana Dress with Butterfly Sleeves. Types of Filipiñana: Baro't Saya. Maria Clara. Traje De Mestiza. Terno.
Terno in this case actually means the Philippine female dress with the butterfly sleeves. That's why all of them are wearing a version of a filipiniana.

Lady Morgana's dress is confused though. That looks like a mash up of a traje de mestiza and a terno. The panuelo is a distinct component of the traje de mestiza.
