You're correct. But, a good majority of those bots aren't run by some amateur sitting in their dorm room and or apartment. People don't believe that they are run by the company's whom are falsely claiming rights to content that, let's say, been in public domain since 1997. Google is very wonderful thing. One easily do a little digging and see where, when the claim was filed and by whom. These "companies" that are doing aren't very bright.
