Yes
Must have all players fitting in one of their card’s natural positions. Can’t just pick lowest 11 and throw them wherever. Bench can have highest rated players that don’t bring the overall rating up a level. Ex: if you can sneak in a 95 ovr player to the bench and it doesn’t affect the rating, put him on the bench.
You can decide on whether you want to do this challenge playing for low rating or low rating + chem.

To be completely honest, I dont see how this is that much different from a 130 challenge. Not gonna get there with 97s
Dawg nobodies gonna assume u have inside info they just asked if you'd be bummed if draft leaves XD
Maybe you could try to build like a escalated draft? See like a bingo card, you need one 94,95,96,97,98,99 in one draft. But if you get 94 all the way to 99 but no 95 you lose aswell. And then try to get them all in one.

What could be an interesting draft is you have the starting 11 and the subs bench and you can’t have the same rating
You’re stuck on two impossible tasks. 130 and three 99s. 3 99s will happen sooner as more are added
