@@samanli-tw3id It's got East Lancashire Coachbuilders (known as East Lancs among bus spotters/enthusiasts such a myself) bodywork, so was most likely purpose built as that now defunct company (bought by Optare I believe) was known for making one-off products for it's customers. From the badging it seems to be on a Dennis Arrow chassis, and it's something I've seen mostly (in videos, sadly never been yet) in Germany, having a bus as a mobile command unit - there's even one for the bus simulator OMSI/OMSI 2.

@Blitz101 they are emergency response vehicles for LONDON Underground, but are driven by British transport police under blue lights. They respond to emergencies such as suicides , bombing, train crashes and lots more.

So this is an emergency vehicle used by the British Transport police. These respond to incidents mostly involving the train networks, most common a person who's been struck by a train.

8:45 - I didn't know the UK had those, too. The police trucks that look like fire trucks, but aren't. We have those in North America, too.
Also, why do some EU license plates have a blue mark on them and others don't? Is it like an optional thing? Is it only for specific vehicles? Why do they do that?
That's right! Similar to NYPD ESS trucks.
It's a bit of a personalisation thing, those who wish to have the EU flag on their numberplate can choose to.

At one point, the Emergency Service Unit (ESU) were referring to their larger trucks as Emergency Service Squad (ESS). As written on the side. I'm not entirely sure what the difference was/is, but I don't see reference to this much anymore.

+Caelan Graham It's to keep them undercover, the whole point of an unmarked police car is that they blend in with traffic, but if people knew the numberplate of undercover cars then they will act different around them :) obviously if someone got pulled over by an undercover police car, or saw one drive past they'd see the number plate, but it's up to them if they wanted to pass that information on, most of these youtubers will blur it out so that the police can carry on being under cover :) hope that answers your question

TheRebel112 explained it pretty well. But just to note, most unmarked police cars aren't used for undercover operations - but rather just for that 'edge' so they're less visible.
For example, traffic police cars are used by officers in uniform and have very visible lights most of the day - that to someone like me stands out miles off! How-ever to catch your usual day to day traffic offenders, who often don't notice details like that, they're unmarked to give them that 'edge'. Anyone using their phone wouldn't notice them at all!
How-ever some naughty people, perhaps involved in more serious road crime (E.g. theft of a motor vehicle) may use illegal ANPR (Automatic Numberplate Recognition) technology on board their vehicle to alert them when an unmarked vehicle is nearby.

+Super Trini Gamer Not just Morris Minors, but this style was used on all emergency vehicles until the mid-80s when London introduced American wailers. But still used by many police, ambulance & fire from the 80s, into the 90s - and early 2000s.
How-ever it's now mostly used by fire appliances, still today in 2010+. Sometimes Ambulance and very very rarely police.

Yes this truck I filmed is from 2004.
But I've filmed trucks from 2013 with them as well.
And there's some new 2015 ones out there with two tone horns as the default as well.
