Most likely After Effects, with animation parameters tied to volume levels of certain tracks. CZcams has a bunch of tutorials about how to automate something to move with sound levels
The whole animation was programmed with DrawBot www.drawbot.com/. The background part specifically could be done with After Effects, as pointed out in this thread, though animating the text parts of this video would be impossible in After Effects, or at least a lot more difficult given its poor typography features. More specifically the background is three different tiled Perlin noise patterns (vectorized with potrace via DrawBot), then the color and position are tied to different stems from the song being played in the background.
