You have no right to privacy. Anything that can be seen from the public can be photographed by the public. This seems to be retaliation and the mayor seems like she might be a crook or using illegal ways to get info

No legal leg to stand on for the mayor. She was outside, in public, like everyone else she has no expectation of privacy. As a public official she has even less. This is already settled case law multiple times at the supreme court level. Look at it logically that shot the woman took is probably on every CCTV camera that each business in the area has at the same time. Unless the courts start prohibiting private businesses from filming the public they cannot prohibit private citizens from doing the same.
even then it would take an act of congress to ratify the bill of rights to restrict the 1st amendment.
