I don't think skill animations are a measure of their strength. Heck, Darkdeath Evilman was capable of annihilating a galaxy while Laharl was only able to throw around meteors. Yet Laharl was way stronger.
Disgaea's characters are on the same scale of power as Dragon Ball, however the Nanatsu event that took place made them seem weaker for the convenience of the script.

Tyrants are usually misguided in some way. Incomplete as people. So they get to have insane power but its not their real peak
