If it was a spin-off, then it would be some kind of game based on Splatoon itself.
Also, i dont think it is a rip-off either. The developers either took inspiration because of the similarities kor had this idea stuck inside their heads as original and probably didnt know the existence of the Splatoon francise at all. I see it more as an original or inspired game btw, despite the similarities.
