    A former IAS officer, with extensive experience of handling communal crises in different parts of India, who has just returned after four “harrowing” days in Manipur, says: “The Indian state has gone into hiding in Manipur”. Harsh Mander was talking about the almost complete absence of any provisioning, care or outreach by the Indian state in the relief camps he visited both on the Kuki and Meitei side. Harsh Mander says the church is providing the care and support to Kuki relief camps whilst Meitei civil society organizations are providing care and support to Meitei camps. He adds that conditions in the camps is desperate and hopeless. The dominant emotion of the people there is one of anger and a realization that there is not much to hope for.

      State forces and meitei employees will be killed by Kuki militants if they go to Churanchanpur. How do you expect them to help? It is not prejudice like they would have you believe. The right question is whether the central govt can exert the rule or law and if they can provide security those who can help. If not, no employee from the valley is going to Kuki areas

      You can help by bringing out the truth and you need ask the question 'WHY' from the start. Google on the topic 'poppy plantation' , 'SOO agreement' , 'HM promise to the kuki miltants'. These are related. And it is just the tip of the iceberg of this conspiracy.

      In times of ethnic conflicts, it is a common experience that lots of fake narratives and fake news are spread or circulated.
      I would say, not to blindly believes any media house or news channel.
      Look at the statistics, and be the judge yourself.
      DEMOGRAPHICALLY
      Manipur comprises of the MEITEI (who are 53% of the population) - settled in the valley, and next is the KUKIS (14% who settled in the hills), and also the NAGAS (24%) who settled in the hills.
      GEOGRAPHY
      10% of the land area is valley, fertile, accessible, developed with all the modern facilities, government the offices, hospitals and other infrastructures are all accessible here. And mostly, the Meitei Community lives here.
      While the other 90% is hills, the Kukis and Nagas lives here - which is mostly hilly terrains, inaccessible, lacking infrastructure on health care and commerce and mostly neglected.
      POLITICS (GOVERNMENT)
      Out of the 60 seats, 40 seats belongs to the meitei community and the other 20 seats is occupied by the tribals (10 seats each from Naga and Kuki).
      HISTORY
      Ever since time immemorial, the meitei had always settled in the valley ruled by their Maharaja, had never lived or settled in the hills.
      While the Kukis and the Nagas are tribal who has their own Chief has their leaders. And they had always settled in the hills and are happy with the hills.
      Manipur (formerly known as Kangleipak) was the 650 sq miles valley ruled by Maharaja, and it came under British subjugation in 1891.
      And for the ease of administration, the Britishers clubbed the surrounding hills with the valley. And term them outer Manipur and Inner Manipur.
      And after Indian Independence, the Congress clubbed the hills and the valley as one union territory giving the tribals some autonomy to protects their lands (hills) through HAC (Article 371 C). But unfortunately, these HAC are not given power and not given due importance as how 371 C stated.
      What is currently happening ?
      Some people will say, it’s because of the MEITEI demanding for ST quotas.
      Some says its religious issue or BJP Adhani plantation and so on. They are all partly true to some extend.
      BUT THE MAIN ISSUE IS LAND ISSUE.
      The valley population wanted more lands, and under the constitution of India, the tribals lands are protected (they cannot be bought by the valley people who are General, OBC, SC). So they wanted to become an ST which their king spat on when offered to be part of it, during post-independence.
      Now, for greed of more lands and job quotas, they started demanding to be an ST.
      So, we now affirm the meiteis wants tribals lands. If they want tribals lands. Then they have to attack the tribals villages and displaced the tribal and chase them away from their lands. And to justify their action, they have to make up their own narratives by painting a bad image about the tribals (Kuki particularly) so comes narratives like and to justify displacing them out their lands - they will say impose NRC - why ??
      The meiteis themselves are government now, and through these NRC, they will alleged the whole community as an illegal immigrants by ethnically cleansing them and chase them away from their own lands.
      And mind you, the state government had completely collapsed since May 3 and the government are the meiteis themselves now.
      Now you can know who attacks and who defends. Who are the victims and who are the culprits.
      Be the judge yourself and sees how violence can be stopped.

    Meiteis innocent civilians, students are let leave tribal lands without harm, without intimidation & peacefully.
    Kuki innocent civilians, students are hunted down, tortured, raped, killed, chased away like animals from imphal valley meitei land. Who if not for the Assam Rifles, would all have been killed by the Arambai tenggol, Meitei Leepun, Meitei mobs, Meira paibis & Meitei police commandos.

    I wonder what he, Amit Shah, was doing during the 4 days visit to Manipur? His peace deal failed so miserably that it broke down the same day it was set up. Do we have an Incompetent HM ???? Yes!!! High time to resign. The violence is now 3 months old but the HM has ZERO SOLUTION. What a shame for the leaders of the largest Democratic Country. Sardar Patel must be turning in his grave watching Amit Shah as the HM.

    Hi Karan, I was there at Imphal for 28 days. No idea about the kuki relief camp on the kuki side but for valley based Relief camp, the displaced people specially the Meiteis want only guns to kill the kukis who displaced them. They are not asking for either food or money but they only want guns to take revenge. That's my finding over there.

      What will you do when it happens to you?What will you do if your son or daughter went missing in the kuki dominated area and no investigation were done? .. That's from both side because they have lost everything their hope their dream their land, I am not saying all the KuKi all the meitei are asking for gun but from both side there are people who want to kill other .     I have a humble req frm ppl like Karan thapar.
    Pls focus on relief work of kukis especially childern getting something to nutritious food to eat. If kids by now are surviving on rice mixed with water and salt and malnutrition increasing than soon we will see extreme cases of malnutrition of above all in worst case scenario deaths related to it.
    Pls firce centre to either relase food n various relief work for kukis and also force them give various amt of centre funds for sich activities.

    32:55 No sir, the sufferings are not the same at all. The atrocities committed against the Kuki-Zos by the Majority Meiteis far outweighs the suffering of the Majority Meiteis.

    Kuki Paite, Kuki Naga are living together even after all those horrific ethinic clash, so why not Meitei Kuki. Time will heal but first Peace should be there and call be peace from both side. If one side keep on sticking to Separate administration with no other option of dialogue then the common civilian will continue suffering

    That was a great interview . Sadly, there is no leadership present in Manipur or the centre which could in all earnest begin to set things right for a people who have been suffering so much for last few months . The Governments of the day will not do what they are expected to do nor allow other humanitarian forces to step in to initiate a process towards restoration of peace, trust and normalcy in drive torn state. In fact all out efforts are on to foment trouble in other parts of the country and we are seeing what is happening in Haryana and elsewhere. Very very grim picture of having slipped into anarchy
