    For me getting compliance is the meta because you get more factory, manpower, less resistance more compliance you get. And the free France focus tree is available only if Vichy exist.

      @@leogazebo5290 POW's would actually make the game less violent because as it is, "casualties" just means deaths, not injured or POWs, so when you encircle 20 divisons, everyone dies, instead of the more realistic 3 or 4 divisions that would be destroyed and the rest surrender and be captured.

      Agreed, they are probably the most prominent partisan force. Especially the split between the Chetniks and Partisans as well as the dynamic of the Ustashe collaborators. Perfect for the game mechanics with governments in exile, yet paradox has completely neglected it. Shame.

    Just switch France back and forth between brutal and civilian oversight everytime it gets down to 10% go civilian when it gets back up to 20% go back to brutal eventually you will have enough compliance and you can stay on civilian for the rest of the game.

      @TruckerDave650 Exactly.
      As Germany it's possible to get 100% Collaboration on both France and Poland before the war starts or, if you're really lucky with the RNG and get back to back 45% collab events, 90% on both and then one or two more on another Allied nation (like GB). Luxembourg, Belgium, Norway, and the Netherlands aren't going to be huge IC sinks, as you'll be using captured equipment to garrison them, and the manpower cost is negligible given their size.
      I've never been in a situation where I needed to use Brutal Oppression and that feels like a trap a newish player can fall into. One can use Martial Law on low factory states to save on resources though, if wanting to micro, but otherwise sticking with local or secret police is absolutely fine. For states *with* a lot of factories and no compliance, Harsh quotas for sure though that's also micro intensive.

      @@Nilboggen I mean, if you're just doing a rush strat to cap the allies in '36 you still won't need brutal then either since you'll be out of the war and resistance won't climb as high. Nailing those collabs is the meta if you're doing a historical late '39 war.

      @@DarkHairedOne for germany, collapsing the uk before the usa joins and ending the war reduces resistance in france, etc. especially if you take a lot of puppets. by the time you invade the soviets (i do it june 1941) occupation resistance in the west is basically nothing

    I usually use Local Police Force if I don't have enough manpower or equipment for garrisons, I'd be interested if the math actually works out that brutal oppression will be less manpower and equipment overall despite requiring 55% more base garrison and taking 150% more damage from resistance than local police force, I always took it as more of a last resort to get resistance down before the really bad Uprising modifier at 75% resistance that affects your supply and army movement. Also generally I'll start using spies to root out resistance if the resistance would otherwise be greater than 50% to avoid the +100% damage to garrisons from Emboldened Resistance. Even against France and Poland though I've never found that I need to use the higher suppression laws to avoid going above 50% resistance as long as I can keep my garrisons staffed and equipped.
    I'm also pretty sure it's intended that forced labor/harsh quotas can get more resources than the state can extract normally, since the idea is you're forcing laborers to work overtime and probably with fewer safety restrictions.

    I like to prepare a collab govt in France then establish Vichy. After you establish your French collab govt they get a generic focus tree and the decision to annex Vichy France. Now you have a French collab govt that controls all the important French colonies. The sudden appearance of new fronts really makes the British ai choke.

    When I play germany I build 2 collabs on poland and 3 on France and set them both to civilian oversight, which gives tons of factories by 1940 with manageable resistance targets.

      How do you get enough agents to do this? I started building my agency 1 year in and got 3 collabs on France by the time I kicked off the war in May 40. I had illusive gentleman and was spy master and have 4 agents. Do you do 2 agents build network then go on mission, rebuild network for Poland, then 1 maintain while 2 go on Collab for France? Im playing all dlc on normal non ironman

    Military governor is martial law if we look at the meaning of the words. Napolions armies where lead by marshals so when the marshal is in control as a military governor it is martial law.
    These days field marshals and occupation troppos might be more detached.

    Was very happy to see you include that you can change the occupation laws in individual states to maximize resources, but I think you could have also included the idea of having 2 separate occupation division: a default for most territories, probably just horses, and a heavier division for territories you want to build compliance in, probably armored cars.

    Interesting how in some ways the meta (without exploits or collab govts that is) whether intended or not seems to favor more historical occupation laws. Obviously things like making Slovakia and Vichy France are historical anyway but even like giving Denmark local police force is actually very historical if not civilian oversight. After the 6 hour invasion the Germans were much more gentle in their occupation especially when they first entered to the point that they allowed the Danish government to still exist and the Danish king to reign though he later became a thorn in their side. On the other hand brutal oppression would of course be historical for Poland, not so much for western Europe but the occupation there was certainly not light.
    Also it does make sense for a rebellion's troops to spawn with new guns because IRL a lot of weapons did just disappear into the population to be used later by resistance. They were usually supplemented or even replaced by German weapons, Allied supplied weapons etc but they did show up. I remember reading one story about some French in North Africa hiding 20 tanks in a cave so the Germans wouldn't acquire them though I don't remember if they were found or not

    In a Luxembourg world conquest that I did right after La résistance I used harsh quotas on all of my empire (which had like almost 100% compliance already) and used the temporary “fake” factories that I technically had to take over the axes before switching back.

    Switzerland has three different elusive gentlemen plus a bonus operative slot in the focus tree. I haven't finished a game with them yet, but if it's possible to eliminate the rotating advisor mechanic, you're looking at seven spies before factoring in any spy master bonuses. Huge pain in the ass flipping to NS if you've gone for the extra research slot already, though.

    for Garrisons I just make a single light tank battalion that has nothing but a machine gun and cast iron armor. its relatively cheap for a major nation and will give a garrison with loads of armor to resist damage from resistance activity. if you use the inter-war light tank then it ends up being even cheaper than armored cars.

      It's amazing that the International Red Cross found the number of jews in Europe to be higher after he allegedly killed six million of them than before the war. One would think that there would be six million or more fewer than in pre-war census data, or at least they would have had all the incentive to fudge the numbers a touch to avoid angering the Soviets who had initially started the story circulating and now resided perilously close to the Swiss border.

    As the USSR, the best occupation strategy is to use civilian oversight while you are still at peace and to then go to liberated workers until you get 40% compliance, that's the quickest way to get the most factories from the Baltics and Finland.
    Edit: 40% is the magic number because that is when you get an additional boost of 20% from "reorgnized work-force".
    When you add up the factories you get from 39.9999 etc. % compliance along with the extra 20% from the aforementioned occupation modifier and the other 20% the special commie occupation law, you are easily pulling 75% or more before Germany invades.
    Since compliance grows more quickly when you have less of it, getting from 0% to 40% is a lot quicker than getting from 40% to 50%. Also, gaining compliance during peace is much faster than during war.
    Ergo, max compliance gain at all costs until magic 40%, then take whatever law does not reduce compliance while adding more factories immediately.

    I always liked coring the magniot. so if the allies start retaking france you get to have core combat bonuses, and it wont flip back to france if the france is liberated thing happens. it hardly ever happens. but ive encountered some sneaky d days before. this is more a concern on games where everyone from china to iraq ends up in allies early. as you end up more likely to be bugged down in russia.

    Always use the default garrison order and never get any issues in single player exapt with the paris province (put it on brutal opression) and some times london (same thing here)
    And i almost only play germany or commie china (prc)

    With neutral Japan I like to conquer basically everything with civilian oversight. The man power from China and India is enough that I never run out of manpower and I never stop producing the shit infantry equipment for enough guns to occupy territory but it’s not an issue because then I don’t need to throw away my factory efficiency. Every time I research new equipment I build new factories

    Tbh, the 4 cav with 1 mp civ. oversight has always been my go to when it comes to occupation laws. I've always seen videos/articles of people debating which template is the best, but this one has never let me down. It's a perfect balance between required inf. equipment and amount of compliance/resistance I get.

    You really should be using harsh quota's on all the states with large amounts of factories, it makes a huge difference. same with states with alot of resources and forced labour.

    If you plan for a short war and have very limited equipment and manpower (maybe you're Bulgaria or something), or maybe you plan on handing off occupied territory to your faction allies, or if you are planning on making a puppet after the war instead of occupying the territory, you could go for no garrison. Zero equipment losses, zero manpower losses, any damaged buildings will be their problem once they're puppeted.

      Suppression just decides how many of a garrison division is needed for a garrison. Let's say you have two division templates, one with a single cavalry and the other with 2 cavalry. The division with 2 cavalry has twice the suppression so you would need half the number of divisions for garrisons compared to the division with one. But you would still be using the same amount of manpower and equipment.

    I prefer how this mechanic works in old world blues mod
    basically your have a simple gradation from high to low intensity occupation where low intensity gives more manpower industry and resources and requires less garrisons
    while higher intensity reduces resistance and boosts compliance
    its really quite nonsensical to get local manpower boost from the law that demands more garrisoning because then all the manpower you get will just instantly go to garrisons

    I remember me and my buddy playing a game where we restored the central powers against two other buddies who just kinda watched us take over Europe, once it was all said and done I owned all of Africa and the raj and decided to put EVERYONE but my closer states on harsh quotas, tried giving the people more freedoms after most of the game and safe to say my economy collapsed and the people started resisting IMMEDIATELY 😂

    Its strange Yugoslavia doesn't have extra resistance mechanics considering the partisan war that took place during WWII. The vast majority of combat was during the occupation and not the initial inversion itself.

    The Free France Focus tree only happens if you established Vichy. It's based on the armistice and then fleeing to the colonies so if that never happens France just kinda continues the war capitulated as France in the colonies even though the name and flag changes.

    If Germany ever gets a slight rework I'd expect that there'll be options to set up the Reichsprotektorat in Bohemia & Moravia and the Generalgovernement in occupied Poland as puppets.

    I mean I handle it through having puppets or in germany's case, reichskomissariats. Don't have to worry about garrisons and still get stuff when/if needed

    It's not "more resources than are actually there."
    The number shown in game is a RATE. You could abuse the crap out of a group of people to make them work more hours to extract more resources. This would increase the RATE of extraction.
    In real terms for resources like metals or oil the reserves should deplete over decades of extraction. This eventually should peak then drop the extraction rate. The game really focuses on 1936 to 1945 so it ignores depletion which is only significant over decades.
    Being brutal and extracting more makes sense. It also makes sense that over time being brutal gets lots of backlash as the people get sick of it.

    當地警察的效果其實不是很好,因為駐軍的量變少了,反抗活動的強度反而會上升,在軍隊的壓制力量不足的情況下,抵抗程度只會上升到不可控制。記住!! 當地警察 只有減少"對駐軍"的傷害,當地工廠建築還是會被破壞、反抗活動依然會增加
    在間諜活動出現之後,已經不需要生產部隊去制壓當地反抗軍,我數十次的嘗試,法西斯國家的殘酷統治真的是最差勁的,共產與民主的都有額外的好處根本不虧,殘酷統治的抵抗雖然會壓到最低,但是實際上你的人力與裝備是一直在損失
