SNL doesn't usually expect the cast to remember or even always know what they are going to say or do in a sketch so it's all on the teleprompter. Gwen thought when they had her come out that what was on the screen was for her so she went to hop in but it wasn't her que. You can actually hear her faintly start to say "Ladies-" and then catch herself. Peter's voice was just very loud over it. She continued like a boss but definitely didn't lip sing.
That He-Man hair really brings it all together.

I remember reading somewhere that as soon as he heard a description of the character, Peter Dinklage said, "I feel this guy would have a symmetrical haircut." So the He-Man wig was probably his idea.
