I'm guessing the drivers license debate was related to the voter ID laws. Many areas/states have enacted laws that require a picture ID in order to vote. However, many people don't drive, don't have ID, and such IDs cost money and time out of your day (taking time off work) to navigate the DMV to get one, even for a non-driving ID.
