The concept that wanting to live somewhere different to pay less taxes is somehow 'avoiding taxes' is absurd. The taxes you pay on your income are there so that your government can use those funds for the area in which you live. If you live in Cali, those taxes go towards Cali. If you live in Washington those taxes go to Washington. If you live in Nevada those taxes go towards Nevada. All of these places have different amounts for their state taxes and have different costs that the state government uses those taxes for. Wanting to live in a different state for lower taxes doesn't mean you want to avoid taxes. It means you want to live in a place that doesn't need to collect as much in taxes because they don't have to spend as much on infrastructure. She's not avoiding taxes, she just wants to live somewhere that doesn't need to collect as much in taxes.
