Fujitora basically explained in his fight against sabo when he said that he’s prepared to bet his life on luffy. He needed luffy to take down Doffy since it would prove to the world that the warlords system needs to be abolished. If he took down Doffy , the navy would be seen as the hero’s again just like in alabasta.

While it does look bad that Fujitora isn't fighting Doffy, it as order from Akainu to not attack the Warlords so the world doesn't lose faith on the Marines. If Fujitora ignores the orders and intervenes, he will lose his title as Admiral and probably lose his way of protecting more people.
Still, if you ask if he would die just to obey these orders, that would be no. In this case he chose to have faith in the Straw Hats and let them have the chance to save the country, because if they do, that will hit the Marines even more since it was a pirate group that saved Dressrossa from a Warlord, not the Marines.
If the Straw Hats weren't in Dressrossa, Fujitora would've cut down Doffy without hesitation.
