This sentence, I guess, was given by Naom Chomsky. He suggests that the sentence is grammatically correct but semantically it doesn't make sense. He wanted to suggest that meaning is important for the grammatical analysis of any sentence.

I suppose the comparative and typological approaches to language are pretty useless then, if we're gonna pretend to skip individual languages and go straight to universals (probably by using English examples, like generativists have been doing since the 50s).
