[C4-83]
The object is physically identical to a non-anomalous human being, and presumably has an identical intelligence as well. The anomalous properties come into effect when the object experiences distress. The object seems easily frightened, which helps enhance the mental image it provokes. It is recommended for all MASC personnel to wear complete PPE when dealing with C4-83, and should any personnel experience skin contact with the object, those personnel should immediately be sent to the Remedial Department.
Physical contact with C4-83 will semi-permanently alter a victim's perception of the object, implanting a sense of empathy, even if the victim should be incapable of such emotions or have reason to deny the object empathy. This empathy instills a protective nature in more powerful or aggressive intelligences, and a calming, trusting nature in more mild or timid intelligences. In both cases, the victim will be encouraged to continue physical contact with C4-83. Inferring from similar mental anomalies, I hypothesize that should contact be prolonged, the implanted emotions can burgeon into familial or even romantic intimacy; however, MASC does not have recorded verification of this being possible, nor protocol to test that procedure on S class objects, bringing up the question of who authorized a freshly acquired C-class to be placed in S1-01's chambers and if they were subject to C4-83's mental altercations already.
While C4-83 on its own has absolutely no capability to resist MASC enforcers should they be properly protected, cross-object testing can prove incredibly dangerous. Due to its ability to garner assistance from nominally selfish and territorial objects, I personally recommended that C4-83 be relocated to the A block. Unfortunately, this request was denied, and now the object is no longer within containment, so the argument is moot. During the singular week of containment, C4-83 was placed in S1-01's chambers to decipher if C4-83's anomaly could activate on S1-01's shadows, and convinced the S class object to help it breach containment. The loss of personnel and their cause of death was uncharacteristic for S1-01's traditionally sadistic nature, as if the object had its theorized goal of revenge replaced by a higher priority purpose, hence why the object did not attempt to avenge the death of its sibling. Because of this, I suspect that the answer is yes, C4-83's anomaly does activate on anomalous body parts.
Potential beneficial uses for C4-83 include(d): a means to somewhat rehabilitate individuals suffering from ASPD or similar mental illnesses and a method to pacify objects designed for containment.

Y'know, in the Transformers comics by IDW Publishing, Cybertronians who have special powers and abilities that aren't directly related to their alt mode are called Outliers.
Some outliers include Skywarp, who can teleport; Tarn, who can disable machinery; Thundercracker, who can create sonic booms; Windcharger, who can use his arms as magnets; and Trailbreaker, who can create force fields.
Way back in Cybertron's history, when the society was functionist, the government fascist, and Shockwave a disillusioned senator, Outliers were feared and hated by society at large. Senator Shockwave, being more than willing to see the oppressive government undermined and deconstructed, created the Jihaxian Academy of Advanced Technology, which functioned as a school of scientific study while also being a safe haven for Outliers to develop their skills.
If it's hard to tell, I'm drawing a comparison.
Here's where the comparison ends and a tangent begins.
There were other horrible things that happened in this time frame.
The Cybertronian government was not keen on insubordination and threats to their power.
Anyone who acted against them, such as a guy who didn't want to be a cop and instead wanted to sell timepieces, would be subjected to empurata. Empurata is a barbaric surgical operation that was originally made for the express purpose of demonizing criminals by replacing their face with a singular, completely inexpressive eye and replacing their hands with claws.
Anyone who threatened to cause the dismantling of the government, such as a low-class miner whose ambitions of peaceful government reform were tainted by police brutality, would be subjected to Shadowplay. Shadowplay is an equally barbaric mnemosurgical operation in which a mnemosurgeon would jam their finger spikes into a Cybertronian's neck and then perform a "personality adjustment." This was also created as a criminal punishment.
For such heinous crimes as... preventing acts of terrorism and conspiracy by the senate, Shockwave was subjected to both empurata and shadowplay.
