If haven’t watched season 6 don’t press I thought Toga could copy quirks because didn’t she use Ochaco’s quirk in meta liberation arc. Please correct me if I am wrong
Pretty sure her quirk evolved, but I don't know at this point- like, she didn't use any illusions as Camie not did she use Ochako's quirk both in the provisional her license exam. But meh, if she can, she can, if she can't, she also can.

@@LMatGon79 Yeah, the quirk can awaken. I just googled and her quirk will awaken or has awakened in season 5-6(I didn't watch seasons 5-6). So, yeah.
