    I agree stutter steps should be rewritten, keeper already has the disadvantage in a PK. But weird as it is Ref followed the letter of the law can’t get mad at him for that.

      Law 14 was specifically rewritten last year to address stutter steps by allowing keepers to have one foot come off the line. I doubt it's going to be revised again soon (but I've been mistaken before).

      I doubt it's a matter of being mad at the ref (though I'm sure many people are who don't know the rules as spelled out), but it is legitimate to be mad about the hard and fast rules as they are spelled out.
      The GK's "encroachment" in this case obviously didn't afford any advantage to him or his team, and if 'advantage' can be considered on one side of an offense, it should have equal weighting on the other side.

      @@jdgower1 Frankly, the Law is harder on the kicker. If the GK infringes, it's a re-kick. If the kicker infringes by feinting at the end of the run-up, it's a mandatory caution and an an indirect free kick for the opponent. That's even if the kick is saved or missed. There have been quite a number amazing PK saves in the top leagues and competitions under the revised Law. Some GKs have obviously figured it out.

      @@jdgower1 why tho? A penalty is supposed to give an advantage to the player taking it not the keeper. Faking a shot isn’t legal because the keeper can’t do nothing about but staying on your line until the player hits the ball, does not put the keeper at disadvantage. How many keepers are able to stay on their line and save the penalties? This keeper was not focused and that’s that

    Stutter penalties should be banned as well as letting a team change the penalty taker if they get to retake it. How unfair that three different players took a penalty. Ridiculous.

      Should you really give man of the match to somebody who broke the rules twice? Part of the reason why he was able to make those saves is because he jumped off of his line. That's why they don't allow it.

      I don’t agree because when he did that stutter step the keeper was still on his line if you watch closely but it’s when he hit the ball, keeper was off it. Loads of keepers saves penalties with players taking stutter step. It’s not supposed to give the goalkeeper an advantage, it’s a penalty for a reason. If we allow keepers to go off their lines, where will we put the limit. Faking a shot in a penalty kick is not allowed and I understand why but a stutter is definitely alright

      He wanted to wait, but the Taker simply hesitated making the move in the GK's body simply to early.

    I feel so bad for the goalie. The rule is very tough and straight, it's a bit unfair for the goalie. Even the second PK, he did a little stop in the end, how the goalie can react that fast and still need to realize he's on its line or not? They need to change it.

    This was crazy to watch. I'm glad we got the win but geezus do we need someone who can take a penalty smh. Even Wanyama hit the goalie, luckily it went in. They gotta practice penalties as I'm sure we wont get 3 chances at it ever again.

      If the player hadn't stopped his run to stutter on the 2nd PK attempt, he wouldn't have been off his line. It's ridiculous to penalize the goalie for his forward momentum when a penalty taker is trying to be cheeky.

      @@Lakeland_IV No blame whoever wrote the rules. No ref would call something that minuscule before VAR came into the pro games. But now they're forced to follow the letter of the law because its a league for entertainment, clubs would sue if there was an issue with the PK and it wasn't re taken. The ref's hands are often tied and it becomes more about money than what is best for the game.

    Proof that no one in IFAB ever played defense or tried to stop a PK. If anyone starts a petition to rewrite the stutter step or hand ball rule, I'll sign it.
    EDIT: After rewatching, it'd be interesting to pick Chapman's brain on this call. I could see this being a handball due to the "hand to ball" vs "ball to hand" consideration. If this is deemed unnatural playing position, my question (as with all defenders) is: where am I supposed to put my hands when going to ground?

      So would I. My thinking is that his arm wasn't supporting his body. The recent law changes get rid of the part that says "when a player falls and the hand/arm is between the body and the ground to support the body, but not extended laterally or vertically away from the body." So that is now punishable by a handling call in my understanding. Either way I would argue his arm isn't supporting him there anyway since its laterally away from his body not under him for support. As a referee myself those calls are always some of the most difficult because there are such good arguments for whatever decision you make.

      I am a referee and I absolutely hate when this sort of PKs are given.
      The defender is sliding, he can't put his arm anywhere else, and he's too close to the ball in order to be able to avoid it.
      Anyway I actually hate how the handball rule is dealt with in general, because it's so inconsistent and often goes against the spirit of the game.

      IFAB revised Law 14 to counter the stutter step by allowing keepers to have one foot come off the line. None of those saves were aided by the infraction - if the keeper had figured out how to keep one foot on the line he'd be being celebrated.

      John is right. The goalies can bring one foot off the line, they used to not be allowed to leave the line at all until the ball was kicked. Also, stutter steps have always existed, you just couldn't halt your forward momentum. The long, exaggerated plan step into the shot has been around longer than the law change.

    GK doesn't have anything to be ashamed of - he guessed it right three out of three times.
    Also, the PK call was illegitimate from the start in the real world, but silly rules make for silly calls, so that has to be accounted for.
    The match should have ended as even.

      @@surfhappens202 True that he only stopped the shot two out of three times, but I stand by what I said, he guessed it right every time - that last time he just didn't deflect it enough to keep it out of the goal.
      But he did go in the right direction and get a good chance by getting a significant touch on it.
      I've seen three PK saves in a row before, but it's hella rare.

    The keeper had to stay on his line. He should know that it's being checked now with VAR, so he should practice his diving technique differently. With these little steps forward, you're always going to get caught by the video

    The thing that is missing here is COMMON SENSE. I've been a qualified referee for more than 20 years and I've given many penalties. I know that the Laws of the Game state, but I was never bothered by 1/2 a yard off his line.
    If the GK launched himself off his line before the kick was taken, I would have had the kick retaken but not half a step, it's pathetic

    Biased announcers. Blame the person who wrote the rules. Sorry buddy the rules yearly. The Red Bulls goalkeeper should have stayed on the line and not tried to cheat. The keeper broke the rules twice, got caught and had to be in the goal for the pk for two more times.

    IFAB need to change the laws at their next meeting in light of this game. I’m not blaming the referee Allen Chapman. He was just doing his job with the laws that he’s required to enforce. But actual laws (or aspects of the laws relevant to handball and penalty kicks) need to be made less strict. That handball in the area did not appear to make himself bigger or gain an advantage, yet Chapman had to award a last minute penalty kick in a tie game.
    And the feet off the line; I get it, we don’t want goalkeepers to jump off the line and give themselves an unfair advantage. But I would want the goalkeeper to be given a little leeway. I don’t know. It just looked like the refs were forced by the laws to essentially “help” the Quakes win the game. I know that’s absolutely NOT what they were doing; they were just following and enforcing the laws. But the optics of what the laws forced them into did not look good.

      IFAB recently did update the laws, which went in to effect I believe the first of last month, and was mainly focused on wording revisions. One of the biggest focus was the hand ball wording, since every referee kept calling handballs that didn’t need to be called. This particular case was a good call. Yes, the player didn’t make themselves bigger nor did they attempt to play the ball with their hand, but it was in an unnatural position and they where not using their hand to support their body. His left arm is stretched out, it touches the ball and with the new IFAB changes, it’s a handball. As for the retakes, I think what made it look bad was the fact that Chapman had to go to the monitor twice. The first time was close so I’m fine with the VAR. The second call should have been easy for the AR to spot and signal to the center ref that the keeper was off his line. I think if a player goes for a stutter step and the keeper is of his line, he shouldn’t be penalized. It ruins the flow the the game and the stutter step just destroys the flow of PK.

    What an utter Fiasco. A few things:
    1. His arm was in the natural position. Sliding on the ground, you’d naturally put your arm in that position. Horrible rule adjustment.
    2. Each time the goalie jumps off the line it in no way helps him stop the ball. Horrible rule.
    3. You can bet they wouldn’t redo it if the goalie jumped off and it scored. Again a horrible rule.
    4. When will the governing body actually makes or adjust rules that are fair and actually make working sense in the game? Crap rules like this set the game back and turn off any prospecting fans to the game.

    Amro Tarek was already on the ground when the ball trickled over his arm while he slid. Retaking three PKs by three different shooters is bull. The ending of this match was a complete crapfest. I'm a big MLS fan but this was awful.

      This had nothing to do with MLS. It's IFAB that writes the rules for all of world football. Lots of keepers have figured out how to keep one foot on or over the line - a change that was made by IFAB to benefit keepers, since the previous rule required them to keep both feet on the line.
