DAPAT ANG GAGAWIN NINYONG BATAS AY 40 YEARS ANG PARUSA SA MGA MAG-ISSUE NG PEKENG BIRTH CERTIFICATE.
They need to eliminate mid-wife filings and easy access to the BC application, requirements such as an SSS number TIN passport for ID etc. The Vital records should be the only entity to handle such requests. Late filing should not be granted unless it is under one year since the child's birth. Just my opinion.

And iyon mga nagsisinungaling sa data submitted is punishable by life imprisonment. And whoever involved in giving the fake birth certificate punishable in the same way. At kung maari pass in the legislature na rin iyon mga nagpapalagay sa gobyerno be punish the same way. At hindi pwede bigyan nang pardon nang any future president. Gaya sa nangyari kay GMA and others that was charge or convicted. Also, kung guilty and convicted disqualified silang tumakbo in any gov’t position.

to have the registration of a person’s birth cancelled. As could be noted during the senate hearing presided by Sen Risa Hontiveros, the application
for delayed registration of birth is processed at the Office of the Local Civil Registrar with only affidavits of required witnesses as supporting documents.
On the other hand, the petition to cancel the registration of birth has to be filed at the RegionalTrial Court and may be granted only after trial.
BOTH POWERS TO APPROVE AND/OR CANCEL late or delayed registration of births should be given to the courts, either in the Municipal Trial
Court or in the Regional Trial Court in order to minimize the many irregularities committed during the delayed registration of births.

No fault on the part of the mayor but the blame must be in the LCR for registering late registration. She only followed what the government has issued to her. If there were fraud happened then the one responsible is the one who applied for her late registration.
