Dominican Republic closes border with Haiti amid tensions over canal

  • The Dominican Republic has closed its border with Haiti because Haitian farmers are building a canal from a shared river.
    On Sunday, the country’s defence and industry ministers visited the border town of Dajabon.

    The same energy they are using now should be used to rebuild their country. The Dominican Republic can no longer carry that load. We are not a rich country. We are facing poverty as well. They need to get together and rebuild their country.

    I am Dominican and i have no hate towards 🇭🇹 i just wish they could understand that they must unit and fix their issues in their country and rebuilt and take care of their land. Dominicans are not their enemies Hatians are their own enemies. You can’t go in no ones house and demand NOTHING when you have already destroyed the little bit of things you had. That’s not how it works.

      @@BeaJay477Trade between DR and Haiti is 1 billion dollars a year which represents 0.8% of DR’s GDP. The same 1 billion dollars represents 4% of Haiti’s GDP. It will affect Haiti’s economy 4x more than it will affect the Dominican Republic’s economy.

    Everyone told the Haitians not to burn their forests and they didn't pay attention to that. Even former Vice President of the United States Al Gore made a documentary that presented the devastation of Haiti due to its primitive level of education. The Haitians dried 4 rivers in their country and now they intend to divert a river that belongs to both countries. They are violating an agreement signed by the two countries 1929 about not to divert the Dajabón River. This should alert all the Dominican people and teach us that our becinos are our enemies.

    Closing the border is the best thing that happened, they are learning to grow their own food, rebuilt their country. America needs to remove their arm embargo on Haiti so its military could go after the so-called gangsters. The bad guys get their weapons from Florida and good guys are being deprived the right to defend themselves.

      @@danie2936because the canals were built to not divert it, that’s why the Haitian government was okay with it, so by process of LOGIC and ELIMINATION, this CANAL is breaking the treaty due to the fact that it does divert the path, it does not meet the requirements nor safety environmental standards, hence why all of this drama is going on.     🤩🤩I’ve been to Dominican Republic so many times it’s a beautiful country and nice people. Dominican Republic wants to protect it’s populace from other migrants. You have to understand they can’t let everyone in that country cause that would cause mayhem.

All of the mercenaries who killed our late President Jovenel Moise traveled in a private jet(owned by a high level government official) from the DR. Today, they want border to reopen, and we want it to remain closed until further notice. Can you guess why that’s the case?

We are too busy working on the canal, and we in the dyaspora are 100% committed to finance it along with many other projects that our late president Jovenel envisioned.     So if my neighbor has a water pipe that runs through my property, I have a right to divert it into my house by attaching a branch line, causing my neighbor to lose access to his water ? The source of the water is his and it ends at his property but due to my arrogance I say it's my water by diverting it and I don't care about my neighbor's water nor do I care to get his approval or come to an agreement ? Is that how that works now !? Nope...I like how President Albinader will divert the water prior to reaching Haiti and it will be diverted back into DR to avoid this issue - now Haiti can go back to fighting each other and leave DR alone....

    The 1929 agreement say any country can change the course of the river, only the farmers at side of the river can use the water without affecting the resource, including about 200 Dominicans and Haitians farmers. These water canal design use 3mts^3/s and the rivers its 2.5mts^3/s, these means no more river below that point, all the farmers with decades at side of the river and below that point (Haitians and Dominicans) will be affected. So, the same historic disorder but now affecting also the Dominican Republic.

      Abinader signed an agreement letter in 2021 with president Jovenel Moise to approve the construction of the canal. He's doing all this because he wants to use it as an electoral campaign. He signed it. The Haitian government has many copies of the receipt. He's a liar and an imposter.

    It's not the real news.
    The project in question has the apparent intention of channeling water for the purpose of selling it privately to Haitian farmers, without official authorization from the Haitian Government. It could cause ecological damage to the vital freshwater lake ecosystem of Laguna Saladilla, one of the most important wetlands in the Dominican Republic. etc., etc.

    The river rises in Dajabón, Dominican Republic, and ends in Bahía de Manzanillo, Dominican Republic. Of the 55 km² that the Masacre (Dajabón) River has, 48 km² is the exclusive property of the Dominican Republic. Only 6.5 km² of the remaining 7 are common to both sides. This strip (6.5 km²) has the category that in Public International Law is called "cross-border". The remaining 500 meters are the domain of neighboring Haiti. With those 500 meters, Haitians can do whatever they want (except diverting the course of the river with illegal canals), including their right to exploit it, just as they plundered all their natural resources (no offense, it's a sad fact.) Right now, Haiti is better off letting itself be guided (From a distance of course) by the Dominican Republic than by the Haitian mafias led by cavemen who use medieval policies to loot their own people. The Haitians are their own enemies, not the Dominican Republic.

    The river originates in the DR and many years ago the DR built the Dajabon bypass in case the Haitians would do something like this. The river turns into Haiti for a few kilometers but it can be routed to remain in the DR side via the Dajabon bypass. The bypass was never used, it is being cleared of vegetation growth now. It will be ready in 60 days. A simple explosive charge will maintain the entire course of the river in the DR. Haiti can build a canal on their side, a dirt canal for all the good it will do.

    Have you wondered why there's drought in Haiti and in DR and everywhere else nearby is everything green? DR have taken care of their rivers, beaches and trees. On the other hand, Haiti have devastated their forests, fauna, rivers on their side. Is it easy to ask for what the other have when you have been careless and devastated what you have.

It has been scientifically proven that Haiti is more than 32% forested, a number similar to the coverage in the United States, France, and Germany, and far higher than in Ireland and England. While areas of problematic deforestation exists, Haiti is very much green. Haiti also has several rivers flowing on its territory. In fact, 3 of Haiti's rivers supply the Massacre river on which the canal is being built with a huge chunk of its water debit. Furthermore, it has also been demonstrated that the DR's 11 works on the river reduce the water flow by 49% which hinders the amount of water available to Haiti on its side of the border.

    If you are going to make a story. Could you make sure to get the actual facts before making fake news? Why didn't the reporter say that Haiti disforests its country, and that is why they don't have water. Also, why did you say that the river is located in the Dominican Republic mountain and is 55 Kilometers long, and Haiti only has 7 kilometers of water? The 7 kilometers they have are the border of the two countries, and the canal building could cause the river to be diverted and affect the farmers on the Dominican side.

      I am going to research the source, and length of the river, as I know nothing about it. However if the Dominican Republic has the source and many more kilometers than Hati, then what's the problem? The DR can divert water to their own farmers from the source. However I believe there is more to this canal building than farming by the Haitians. Haitians are known to be backward and lazy. Instead of practicing Voodoo, they should move into the 21st century, take up science and technology, and farm on their own land, instead of cutting down the trees, thereby destroying the land, and depending on DR to feed them. Same land divided into two, and look at the difference in culture, and innovations

Therefore it is richer in foliage. Clearly the trees help in cloud formation and rain. Black people the world over are unable to control themselves and govern properly. I once saw a snake take one egg from a nest of two, and moved on, instinctively knowing that to take both, after a while there will be no birds to lay more eggs, Sorry to say the snake knows better than the man of color. just look at the difference between DR and Haiti

The 1929 treaty only refers to transboundary waters. The Dajabon river is 55 kilometers long. Only 9 kilometers of the 55 kilometers are considered transboundary waters.

    The environmental impact of what Haiti is Doing is part of the reason why they are wrong. If DR wanted to act with force they could have gone to loma de Cabrera DR when the river begins and do a canal and drive it to the DR using Haitian logic, but there is one agreement from 1929 and there is also people from both border that benefits from the river.

Yet, the DR said it will keep fair use of the river, which they have done as none of the canals built have prevented Haiti from still getting water from the river. However, the canal Haiti is building holds more water per cubic meter than the river currently has, which will 100% divert all the water. Haiti is the one in violation of the treaty, not the DR.

    dig a little bit deeper before you speak against the movement of a country you know nothing about. This project was approved and started by the Haitian government and agreed upon with the Dominican government. (The projects has already been studied by engineers and technicians from both countries) Due to the assassination of the president the people have taken it upon themselves finish this project on their own… they break no treat as this is the first of 7 already built canals being built in Haiti. Dominicans use of the river has actually broken the treaty. This canal creates a way to irrigate crops and promote agriculture which would make Haiti less dependent on their neighbors for food. Haitis dependency is a billion dollar industry for Dominican Republic

      Nope. You are entirely wrong. The canal was stopped in 2021 because IT WAS violating the treaty since it was going to change the course of the river. After the assassination of your president, there weren't any other talks about this topic, all of that was stopped and you guys started building it again recently. The DR did not agree for the canal to be built but for the area to be EXAMINED BY PROFESSIONALS, and bring that info and your plans, to have it approved IF it didn't cause any environmental issues.
      The canals on the Dominican side do not divert the river or cause any issues, and I think is obvious since the water is flowing a little bit to your side as always. Isn't it? But I don't think you guys understand, since you have deforested your side to that level.

    The 1929 treaty signed by both countries gave them equal rights to use river. Dominican Republic already has 10 canals and 1 or 2 aqueducts on the river. This is the first time the Haitians are using it. We have many more canals to match their number. There's a minority of wealthy, racist Dominicans who always push anti Haitians sentiment to manipulate the majority in their own benefits.
    The people of Haiti are behind the canal, not the gangs. If you want to talk about gangs, the current Haitian government is the real gangs. They were imposed by force to the Haitian people after the assassination of late president Jovenel Moise. They are backed by the core group (USA, France, Canada embassies). The assassins who killed our president are in power. The whole Haiti don't want them. But the coregroup keep him in power so that they can steal Haiti natural resources. This is not different from what France is currently doing in Africa. USA is currently doing the same.

      The information of the 11 canals came from Claude Joseph. He never mentioned the 11 canals are on transboundary waters of the Dajabon river. The key to understand the treaty is the word "transboundary waters". There are not 11 canals in the transboundary waters of the Dajabon River. Furthermore, the documents provided to the Dominican government by Haiti state that the canal will require a water flow of 1.5 m³ per sec and then work its way up to 3 m³ per sec. Due to climate change and deforestation, the Dajabon river is flowing at 1 - 1.5 m³ per sec. It only reaches more than 3 m³ per sec when a storm or hurricane is impacting the area. This is the reason why Dominican authorities are against it. The canal will absorb all the water in the river. We have more than 350 Haitian and Dominican farmers down the river who will not have water to farm more than 24k acres of land.
      The smart move would be to discuss the issue and come up with a solution that will benefit both countries, not just one side. Ex: a shared dam like the one US and Mexico have on "Rio Grande". Close to 2 decades ago, the Dominican government suggested 3 shared dams, one on the Dajabon river, one on the Artibonite river, and one on the Pedernales river. DR offered to cover cost of design and split construction cost. The Haitian government never responded back to the Dominican government.

It's crazy to me how most women in Haiti can't give birth there because they can't pay, yet in Dominican Republic we have laws that say we must give medical treatment to anyone who walks into a hospital regardless of nationality or legal status, so we nurse the Haitian mothers and babies that Haiti refuses to FOR FREE, some hospitals' maternity beds are 70% occupied by Haitian women, and you STILL call us anti-Haitian and racist.
      1. We built irrigation canals, not diversion canals. And being that the water comes from our forested mountains and the river runs mostly exlusively in Dominican land and only passes through the Haitian/Dominican BORDER , *not Haiti at any point, we do not need permission from Haiti to use waters and rivers that are exclusively on our land.
      2. The canals we built were not only approved by borth governments regardless, but they were built so as to only draw what was absolutely necessary from the river and not block access to Haiti. And it was built by engineers and the environmental protection ministry of DR and their professionals to make sure it caused as little damage to the surrounding mangroves and forest as possible.
      3. Haitians are allowed to use the canals that we built. They are shared with over 130 hatians farmers which have access to them 3 days a week. This canal with be devastating to those same Haitian farmers on the South of Haiti.
      4. DR started to construct a DAM on this river some years ago, but because the Haitian government opposed it, the construction was cancelled as we are a treaty and law abiding government and wanted to maintain our end of the treaty.
      5. DR should have never created the treaty. It was only created after an attempt to pacify relations with Haiti. But the entire river runs almost exclusively on our territory and only enters a tiny portion of the border with Haiti. Haitians will exploit this river and deplete it, as they've done to everything in Haiti.

      Racist Hispanics who built a university for them, let them rent houses without papers, get medical help for free; even pregnant woman can go to the DR to give birth for free (which is a HUGE problem). They can work on the streets selling their items, their kids can go to school without papers, and they are hired to work on houses by some families. It's fascinating to me how the country you hate so much is the one that has helped you the most through all these years, even after our differences. Some of you go to the USA and talk about the issues in Haiti and don't even visit to see what's really going on. It's not the responsibility of the DR to take care of Haiti... and we won't let them destroy our land as they did theirs. The deforestation on their side really shows how bad they are at protecting their resources.
