I think this is better if you set a 30k budget and use the auction house. I did it with a friend and found a ‘69 Chevy camero for 6k and w/stock engine went ham. And beat out my friend in a tvr while still being a good 90 PI lower (top of A v. Bottom of A). It was a ton of fun. Planning to do something similar with a demolition derby next.

its happenign because hes flat foot shifting with clutch. (which means hes using clutch without letting go of the gas, so for the split second he presses down the clutch, the car hits the rev limiter)
