I know this phenomenon as apophenia. It’s highly correlated with a person’s level of openness (under the psychology definition). It’s good because it recognizes coincidences and makes meaning of patterns, but also can be related to psychological disorders like schizophrenia causing people to think someone is watching them or that there is a conspiracy against them. Everyone experiences apophenia, it just matters whether you are discerning enough to chalk it up to coincidence or not.
Pareidolia is the correct term for this because we’re looking for faces. Apophenia is seeing any pattern in anything, like how conspiracy theories develop and assume literally anything, including random hand movements, are symbolic and sinister.

"The backs of these crabs evolved long before humans even evolved faces for them to resemble" Carcinization yet again performs its grim work, this time upon the faces of humanity's ancestors
It only takes the bare minimum for the human brain to recognize a specific shape. The human face is pretty much a prime example of this. In a forest you can be easily recognized as a human from a far distance simply from how shadows and highlights on your face. And if you use certain techniques like disrupting that recognizable pattern using paint you can effectively blend in with your environment even if the colors don’t exactly match the environment. It’s kind of amazing how much we’re hardwired to recognize specific patterns and how it can be easily abused.
As a photographer, I can tell you that light angle has a hell of a lot to do with all of this. You can try it yourself with a 3D object and a flashlight. (Sometimes it's just fun to see what things look like with different lighting.)

Ah Carcinization. Why have one crab when you can have many
It only takes the bare minimum for the human brain to recognize a specific shape.
