Open a local bank account or have a bank account in any other EU country. It is not so much problem with places not accepting cards but they rarely accept foreign cards issued by companies not operating in the EU or operating in the EU but only marginally (like only in couple of countries). If you have one of those widely used in the EU like Visa, Maestro, or Master Card you are fine, these are accepted pretty much everywhere but American Express, Capital One and such might be a problem once you step out of touristy part of larger cities.
