It's hard to call Rosol a cheater, but that's just because it's almost impossible to cheat at a professional level. However he was very unlikeable, and employed very nasty unsportsmanlike tactics.
Murray of of course infamously said "no-one likes you" directly to Rosol.
But another one was Berdych, who was asked in a press conference about "the Czech mentality," and he responded by saying "I hope you are not comparing me to Rosol."

Unsportsmanlike? absolutely. Unlikeable? perhaps, but he is in no way the "biggest cheater" in professional tennis, not even close. I don’t see what is wrong with any of that? I can’t even see how something like that is cheating. Is not like someone doing any of these, will make the ball move different or creating different wind or so on. It’s almost like a habbit for some players to keep their concentration or focus to defend at the opponent server. But doing one of them, could cause them a delay on trying to reply on the opponent server if their opponent is fully focused and does their server as they trained for.

I'm not sure that there's evidence that Rosol is 'Tennis' biggest cheater'. There is undoubtedly friction between the two players, and having seen the wimbledon match, I can understand that Nadal would've felt bad about losing in that way. Tapping a racquet on the court is something that the chair Umpire should've stamped on, but didn't. It all worked out in the end due to Rafa's skill, personality and motivation. He and Federer have been the true Gentlemen of the game and such good role models.
