The Bizarre Origin of Green Vegeta

It's well known that Vegeta's anime debut predates his color manga appearance, resulting in a completely different color palette. But there's actually another instance of this green and orange Vegeta from a special feature in Weekly Shonen Jump. Is it possible Toei was not the progenitor of this infamous color combination?
