This is an excellent video. I live in Toronto Canada and we brought in Solar business to Pakistan about 8 yrs ago with the name SUN SOURCE POWER. We installed a Solar system on lots of tube wells, houses, petrol pumps, a small clinic, schools, on a fish farm etc. Unfortunately NO help from Govt. although tried my best. It was all at a private level that people got the solar system installed. I arranged a presentation for the 25 Megawatt system, 100 % financing (about $30 million) arranged but nothing happened. WE had no choice but to pack up and came back. I hope it increases awareness in more people and collectively they raise their voices. This is the only way that this bureaucracy will listen. Many thanks for such a useful video.

Absolutely on the point video for Net metering. Hats off Owais bhai for sharing the complete details. I was the first one to apply for Net metering in our area back in 2019. Took 3 months to complete the process since we payed the amount to the solar installer vendor. They got the process done themselves but the interesting part started after that. On the day of installation when connecting the system to the grid we found out that our transformer was malfunctioning (2 phases were running on same frequency) for God knows how long. IESCO ignored the issue and refused to fix the issue as it needed transformer repairing. Did numerous complaints to NEPRA, IESCO, PM portal but of no use. After 8 months we ended up paying 100k to the SDO for in lieu of transformer repairing and within 2 days they installed a new transformer. Unfortunately this is the cost we all pay for living in this country.

    Absolutely true.
As representative of solar company, we deeply suffer with net metering process, which reduce business bcoz if our netmetering is processed in 3-4 months only if we pay alot in descos, our client will need another 3-4 months to see actual benefits of solar, only thn he will tell his surroundings to install solar, this will take around 7 months to 1 years which is total loss to solar business. I recommend net metering process should be online.

These struggles were similar in india as well until 1 or 2 years ago. Certain new policies by central government listed certain % of on grid plants in a state for financial assistance to state government electricity boards / distribution companies from central government. Suddenly everything has become smooth. Just have to apply online , every process goes smoothly. I dont even have to go anywhere !! The Installer just collected the forms and he uploded it online . Just installed a 3.3 kw mono perc for 1,30,000 inr( 3 lakh pkr) ( 1,80,000 - 50,000 central government subsidy ) . No pre physical inspection nothing . All inspections are done online . , the installer just uploaded the photos online , few days later the electricity department came and replaced the meter .
Only one earth is needed as per regulations ? Here 4 separate earth is installed , ac ,dc, lightening arrester , mounting structure

In terms of corruption “kharcha Paani” I would recommend if you look into PEEDA or EDA (in Islamabad) basically by using the complaint system within this Act I was able to dismiss WAPDA people who were looking to get bribe money. I have also used same process in other government departments so yes it’s difficult to get the application approval but if you see inefficiency in the system then this complaint process must be invoked. Also let me make it clear it is not same or equivalent to citizen portal. I wish citizen portal actually invoked PEEDA but sadly it doesn’t.

So i had the worst experience with nepra and iesco. We contacted an AEDB registered company. Our system got installed in the month of june 10. Now comes the bad part. First we had to get a 3 phase connection installed which we applied around 6 months before installation of the system. When the system got install we had to pay guys from iesco 85k for the installation of the 3 phase connection. We were the first solar installers in the whole sub division. First the file went to desco which lingered for 2 weeks and after paying 5k the file moved to the inspection department. They visited our place and raised some 7 objections. We had to pay 20k and the inspector approved the file with no change in the system. Then the file got in Nepra and for 2 months the license wasn’t granted. When we approached someone in nepra they asked for 50k to get the license allowed. So we again paid that bribe. After approval from Nepra the file came back to iseco and they raised some objections with the fee submission and at that point I said enough and decided not to pay a single dime to these assholes. So they put the file to some cold storage. I made 4 complaints to the PM portal and no one helped. My father intervened behind my back and payed 25k to the guys and got the net meter installed in 3 days and paying another 10k to the lineman who installed the meter. The process took around 6 months to complete with around 200k as bribes so the actual cost of our 6kw system raised from 750k to 950k.

As far as descos sops are concerned trust me there is no such thing as professionalism there. The only sop or working manual is a nice stack of cash and your problem is solved.

Advice from my experience in Bahria Town RWP:
    1. Dont start running ACs 24/7 till your Zero bill comes.

Initially my solar company gave me timeline of 3 months for it but then after waiting for 5 months I got angry and started visiting there office regularly then they told me that my application has been rejected for some wrong data in file and now they have sent it again and this truth they didn't told me for a long time. Peak-time units are not compensated and are counted separate so since the installation of green-meter I am mostly paying bill for the peak hour units. There is no limit ratio for off-peak units. We even used 100% of our generated units some months and paid for Peak-Hour units using bill credit (i.e. zero bill)
Every month the remaining exported units, that we haven't used in the month, are counted and the bill-credit is given every 3 months and credit amount is around Rs. 9.5/KWh.
