Dear Jason, you might have concluded that the answer is Chinese people, but you'd be wrong. In the Philippines, there's a dance called "otso otso," which literally means "eight eight," the exact number you came up with after adding all the bills. So the correct answer has to be Filipino.
Fun fact: I showed one of my students the otso otso dance, and it spread like wildfire throughout the whole school. It was kinda funny seeing a bunch of em doing a Filipino dance for a year.
