Hey, when removing the swirl flaps on 3.0tdi ccwa, do you leave the swirlflap axle holes unblocked with the holes on the intake manifold? or do you block them with something?

I want to buy an audi 3.0 tdi and make it 700-800hp, groundbreaking, is it possible? And if so, how much will it cost? (As long as it is possible, i dont care about cost)
