Just a little background info.... While Charles Collett was C.M.E. of the GWR at the time of the Castle Class introduction, work on the design had begun during the preceding Churchward era. The No.7 type boiler was in production for the 4700 freight locomotives but would have limited route availability due to its weight therefore a slightly smaller design (No.8) had to be procured delaying the type's introduction.

Sir Felix Pole, Managing Director of the GWR at the time, insisted that the King Class locomotives had a tractive effort in excess of 40,000lb for publicity purposes. The resultant design required slightly smaller wheels to achieve this target. After the first five engines were built, the cylinder size was quietly reduced to 16" (from 16.25") thus dipping below the stated figure.

      Two reasons.
      1) Back in the nineteenth century the London and North Western.built some locomotives for the Lancashire and Yorkshire. The independent locomotive buliding firms kicked up a stink about the potential threat to their business, and a law was passed forbidding any railway company to build locos for another.
      2) The LMS loading guage was more restictive than the GWR's, and the Castles were too wide to run on the LMS.
