Edit 2: F1 is similar to and can reach higher dps than F3. The requirement being that both sets of 6 hit most of their spears or multiple parts. meaning it varies based on boss size, boss parts, and your positioning.
F3 is more consistant dps regardless of boss or positioning. The requirement being the time it takes to get to F3 and the duration of the saws. F3 can still hit multiple parts in front of Cag.
I reccomend using both as the situation calls for it.

Addendum: Finisher 1 is capable of similar and possibly higher dps than Finisher 3. However the requirement is that both sets hit most of their spears.
F1 is less committal, faster to get to, and has better uptime if the boss keeps jumping away. The requirement is it needs most of the spears to land.
F3 takes longer to get to and requires the boss be in the saws for the full duration. But it is more consistant across different bosses due to not needing their size be a factor, and is still capable of hitting multiple parts in front of Cag
I don't have datamined numbers and bosses are varied in size and movement, so my reccomendation is to use both of them depending on the situation.

Edit: you can also dodge cancel the end of Finisher 3 if you have nothing else to cancel into
If you want a little bit more complexity/min max for Cag, you can dodge cancel the start of Combo 3, first part of Finisher 3, and any Collapse 3(when you have nothing else to cancel Collapse 3 into).
Only one you can really mess up is dodge cancelling Collapse 3. You have to delay it so Collapse 3 actually comes out.
