2nd hand market was out of control for years - overzealous sellers are to blame, and , yes, also foreigners).
I Iive in Lisbon, you see 30+ year old apartments at ridiculous prices that no one is going to touch, unless prices drop. And they are indeed going down in price.
The market is correcting itself as demand cools down.

Clear delivery of information though I would never ever consider investing in Lisbon, no matter how low the prices are. It's just not a very investable area given the poor quality of buildings and associated price tags, it's like trying to sell an old abused car for Ferrari prices
