I think the only reason he stayed a 99 overall was all of his upgrade points. He probably started regressing but with that 50 upgrade points, he just stayed 99
The mvp wins also upgrade the player and give them a development trait upgrade so it kept him at 99 and with x factor
No it's a bug players that are 99 overall across the board is not gonna regress for some reason it's been a bug when I played Madden 21 they didn't fix it and don't know if they are even ever going to.
Plus they have xfactor I think something gotta to do something about that
