The measurements should be relatively precise. All the ease/loose adds have to be done afterwards depending on your output requirements.

When you make measurements, how much room do you leave or add to make pants? Because if I use the exact measurements won’t they be skin tight?

Just take the measures as they fit your body for example Hem ( not too tight as you need to pass your feet through), ankle, calf ,knee, upper leg ( near the crotch ) and waist. But give some extra loose 1/2 inch for the hip measurements as you will need to move, sit comfortably..

Most measurements you take exactly; but your thinking is correct because ease is added when you draft the pattern. How much ease will be minimum for drafting the Block or sloper which is then used to design other items and that's when you add the ease needed according to the design you want to achieve.
