I would say the line sets looks like a mess.
Hopefully, all of the line sets are marked, so technicians will know what units go to what apartment.
That would be a challenge. Not too mention possibly losing it in the building and/or getting into trouble.

These don't appear to be "affordable housing" type developments, so it's doubtful there are significant governmental incentives. Although the scale of development is rather unsettling, aren't these just the product of aggressive developers financed by massive Wall St capital, operating in the free market in the way that yields the most profit?
Look up the term "15 minute city".
It isn't really a affordable home plan but more like a push to manipulate people into multi family construction.
More tax revenue. Simple as that. They dont care about the roads being able to support that traffic. Terrible
